The Treasury Board has announced the 2023 PSHCP monthly contribution rates.
The Treasury Board has announced the new Public Service Health Care Plan (PSHCP) monthly contribution rates that will come into effect July 1, 2023.
Contribution rates for retired members of the PSHCP are adjusted to maintain the 50:50 (retired member:employer) cost-sharing ratio for supplementary coverage. PSHCP contribution rates are based on pensioner costs under the Plan over the preceding year. Rates increase when overall pensioner costs to the Plan have increased.
The following tables break down the contribution rates by the Extended Health Provision (EHP) and Hospital Provision (HP) with a total amount paid by the pensioner each month. The tables compare 2022 rates (left) with the rates for 2023 (right).

Retired member monthly contribution rates: Relief provision
Retired members of the federal public service who are entitled to the PSHCP Relief Provision can retain the 25:75 retired member:employer cost sharing ratio. To be eligible, you must either be a recipient of a Guaranteed Income Supplement (GIS) benefit, or your net or joint net income must be lower than the GIS thresholds. Previously, only those who joined the PSHCP as a retired member on or before March 31, 2015, were entitled to the PSHCP Relief Provision. However, with the renewed PSHCP deal coming into force July 1, 2023, the Association is pleased to share that eligibility has been extended to those who joined or who will join the PSHCP as a retired member through March 30, 2025.

The new PSHCP Plan Directive is also available on the National Joint Council’s website. It will be in effect on July 1, 2023.
